Shakeel A. Mian is a seasoned corporate lawyer, strategic advisor, and policy entrepreneur with over 17 years of cross-jurisdictional experience spanning the Middle East and South Asia. His career uniquely bridges law, governance, technology regulation, institutional reform, and market intelligence, positioning him as a leading voice in emerging technology governance and regulatory strategy for frontier and developing markets.
From 2008 to 2024, he served as a corporate lawyer in the United Arab Emirates, where he built deep expertise across mergers & acquisitions, international commercial arbitration, corporate structuring, dispute resolution, real estate, employment law, and cross-border debt recovery. His practice included successful international debt recoveries across the GCC through out-of-court settlements, advisory roles in complex corporate disputes, and regulatory engagements across multiple sectors. Alongside his legal practice, he contributed to legal capacity-building as a guest lecturer at the University of Dubai, delivered professional training programs for HR leaders on UAE employment law, and regularly engaged in executive education and policy dialogues.
...Over a 17-year period, Shakeel actively participated in 200+ international and regional conferences across Dubai and Abu Dhabi, including forums on international investment, emerging technologies, global governance, international arbitration, and digital transformation, as well as multiple World Government Summits. He also attended high-level policy sessions at the Mohammed Bin Rashid School of Government (MBRSG), enriching his exposure to statecraft, governance models, and public-sector innovation frameworks.
Since 2024, he has been the Founder of Prudential Middle East (PME Global) LLC in Abu Dhabi, where he advises global startups, technology firms, and investors on corporate structuring, regulatory strategy, compliance frameworks, risk mitigation, licensing architectures, and market entry models. His advisory work closely tracks and engages with the UAE’s advanced regulatory ecosystems, including DIFC, ADGM, DMCC, and VARA, with a particular focus on financial and non-financial regulated activities, digital assets, emerging technologies, and innovation-driven enterprises across the GCC.
Before relocating to the UAE in 2008, Shakeel practiced as a corporate and banking lawyer in Pakistan, working on banking, finance, and corporate law matters, and served as a visiting lecturer at Riphah International University and OPF University, Islamabad, where he taught Islamic Banking and Business Law.

Dr. Abid Rashid Gill is a senior economist, academic leader, and sustainability advocate at the Department of Economics, The Islamia University of Bahawalpur. He holds a PhD in Economics and has extensive research experience in environmental and development economics. His work has made significant contributions to climate policy, green campus initiatives, and the sustainable development discourse in Pakistan. He currently serves as the Focal Person of the Green Youth Movement (GYM), IUB, and Director of the Green Campus Project at IUB.
